The grievances against the French are highlighted in this document as listed. The French have deprived the Vietnamese of democratic liberty. They have set up three political regimes, which is separating their nation. More prisons have been constructed than they have schools. Uprisings result in deaths. They are forced to use opium and alcohol. The Vietnamese land and people are impoverished. The French have monopolized the export of trade in Vietnam. Raw materials, rice fields, mines, and forests have been taken from the Vietnamese. The French have also imposed taxes that have created an extreme state of poverty among the people.

The Japanese occupation of Vietnam complicated their attitudes towards the French because in the span of five years, the French have sold Vietnam to the Japanese two times. Not only were they trying to gain independence from the French, but now also from the Japanese.

The Vietnamese anticipate a favorable reaction from communities. They believe that the Allied Nations understand the idea of equality among nations. They also view the idea of self determination as being a common practice among nations, which is said in one of the last paragraphs in the document. They believe that since they have been opposing French domination for more than eight years that they deserve to be free and independent.

In Chapter 25 of the textbook it basically states that the U.S. sacrificed Vietnam’s self determination for France’s colonial imperatives. So Vietnam’s leader turned to the Soviet Union in order to fight against French colonizers. The Truman Administration was not supportive of their declaration, because the U.S. wanted France as an ally in their efforts to contain the Soviet Union. Truman felt that if he supported Vietnamese independence, anticommunist forces in France would be weakened. On page 266 in the textbook it says that Vietnam was divided into two sections. In the north it was a Soviet/Chinese supported state. While in the south it was an American supported area.
