Substance Use Disorders continue to be a controversial topic in research, legislation, and health care facilities across the world as there is still much that is unknown. Addiction is a complex disease that requires multiple wheelhouses to navigate, often treatment is met with resistance because the individuals are not ready to cease use. Ethical, legal, and regulatory aspects are important to consider when considering population-based interventions (DeCamp et al., 2017). Population interventions strive to decrease costs of health care, improve population outcomes and motivate health care reform. It is important to acknowledge not all interventions are in the best interest of each member of the population, requiring professionals to closely assess the specifics of each case (DeCamp et al., 2017). Ethical considerations to ensure proposed interventions are not intended to cause further harm. Acknowledgment of overarching ethical standards such as nonmaleficence, beneficence, respect, and justice are the foundation of all medical practices. Legal considerations focus on the laws, policies, and legislation that influence the extent an intervention can be implemented. Legislation differs dependent on geographical location and identified priorities for said location. Legality works to advocate for changes in governing bodies and allocates resources to effectively provide care (DeCamp et al., 2017). Lastly, regulations include governing bodies that specialize in care and can act as a resource to organizations providing this care. This also considers staff qualifications and expectations to safely and effectively provide care. It is important to take note of the organization’s capacity to provide this specific care (DeCamp et al., 2017).

Relapse Prevention Care includes the process of group and individual therapy which allows individuals to begin to process emotions attached to use (Zgierska et al., 2019). Relapse Prevention Care is the current standardized practice across most health facilities. The design of the study included 123 participants in early recovery and monitored progress over a 26-week period (Zgierska et al., 2019). This examines the positives and negatives of this care model, and how this can lead to continued substance abuse (Zgierska et al., 2019). Within the care model Cognitive Behavior Therapy (CBT), participation in self-help groups, and twelve-step programs (Zgierska et al., 2019). For this research question, Relapse Prevention Care is most widely used in traditional health care today (Zgierska et al., 2019). At the conclusion of this study Relapse Prevention Care did not show improvement in overall effectiveness. It is noted, that despite the use of this approach, there was not a significant improvement in abstaining (Zgierska et al., 2019). This supports the need for a change of care approach in addiction care and treatment modalities to further assist in a successful recovery. This model focuses on the overall well-being of the greater population. This approach to addiction care is the most utilized and considered the standard of care in a majority of organizations. Therefore, resources have been appropriately allocated. Organizations have also trained staff to follow this model of care and have adopted specific policies to implement this model.

Bringing awareness to the issues faced with substance use will allow for further support in creating and providing an environment where these individuals are able to be part of an environment that assists in improving health while allowing individuals to participate in health care decisions and have increased education of risks. While the overall goal is to provide improvement of care; however, respecting the individual’s choice of declining care is important in empowering ownership of health care needs.
