Local Government Meeting Reflection Paper #2

The purpose of this paper is to help students gain political efficacy in relation to engaging local government.  Local governments have the most impact on the quality of our day to day lives—effecting everything from trash collection and utility management, to fixing infrastructure (i.e.., fixing potholes in our streets), to access to resources for our wellbeing (health departments, public transportation, fire services, police department management, etc.), and much more.  By engaging local government meetings from the various board, councils, and commissions, students will get a first-hand experience in understanding that local government is staffed by everyday citizens.  Your neighbors and everyday people in the community are volunteering and engaged in decision making.  This series of assignments intends to do three things: 1) help students be comfortable with attending and engaging local government, 2) inspire students to consider community leadership as they move through their careers, and 3) see practical examples of course content within everyday governance.

Students are required to attend (live or virtually) two local government meetings outside of class the course of the semester. (See attached sheet for information on meeting times in the local area.)  While students are encouraged to observe government meetings live where possible, due to the constraints of Covid-19 observing government meetings from live streams is an acceptable substitute.  NOTE: Meetings observed for this assignment should be CURRENT, live meetings if possible, rather than old, pre-recorded meetings from previous months or years. Students should take notes on what they observe, the content of the meeting, and the participation by outside groups (if any).   If it is possible to SAFELY attend a meeting in person, I highly recommend this experience—only if you are comfortable and it is safe.  

You are able to attend/view any local or county board, commission, or council meeting.  These meetings should be a GOVERNMENT meeting.  You will find with a quick look at the website for any city, town, or county that there are many different commissions or boards that help support governance.  Most of these are staffed by appointed volunteers from the community.  Most communities have a webform or an application with the seat of government if you are interested in serving.  These range from the elected government in charge of legislative decisions (i.e., the city council or county commission) to appointed boards such as the County ABC Board, police department oversight boards, parks and recreation boards, zoning and planning commissions, etc.)  You can choose any three meetings to attend.  I have listed on the back of the syllabus a set of meetings available in the UNCP service region, but you are welcome to attend a meeting from anywhere.  If you are unsure of your meeting, please contact me.

This paper should try to fully analyze theentire experience of observing government meetingsas a result of learning over the course of the semester.  This paper should 1) include new observations from the second government meeting, 2) include an explanation of relevant observations from the previous meeting, 3) make an effort to connect your observations as examples of course concepts from the reading (either textbook or the articles), including a provision of extensive definitions and explanations of concepts you are utilizing (with citations), and 4) make an effort to draw a conclusion about how observing meetings has contributed to your understanding of state and local government, or 4.5) reflect upon how observing government meetings has influenced your political efficacy (the idea that you have the ability to engage government in a meaningful way).
