Much has been written and said about the perils of the climate crisis, i.e., the profound changes in our climate including the increased intensity of hurricanes and wildfires, the melting of the ice caps and the rising of the oceans and seas. Another increasingly important consequence of this climate crisis is the rise in the number of refugees forced to flee their homelands due to the rapidly changing weather patterns, excessive flooding, and the heating of the globe (e.g., in Guatemala, Sudan, and the Mekong Delta). According to some estimates, in the next two-to-three decades as many as half a billion people (roughly 15 percent of the current world population) may be forced to abandon their native lands to look for subsistence elsewhere generating possibly the greatest wave of global migration ever seen.
Your assignment is to write 1300 words addressing the following. Use the constructivist perspective discussed in the readings and lectures to explain how well prepared is the humanity to deal with the challenges of this climate migration and “climate refugees” Do states treat these challenges seriously? What needs to change to have states treat these challenges more seriously? What kind of world we need to “construct” in order to cope with the challenges of “climate refugees”? What kind of identities states need to assume? What kind of norms should the state internalize? After providing your constructivist explanation of this important issue in international relations, use the realist perspective (according to the materials used in this class) to explain why the construction of the world attentive to the growing problem of climate refugees may be unlikely to emerge. May it ever emerge, according to realism? If so, what are the consequences?
