VC Katrina on The New Orleans Criminal Justice System Discussion

In 2005, Hurricane Katrina hit the gulf coast if the US and had a devastating impact on several areas, most notably New Orleans, LA. In this assignment, you will focus on the impact of Hurricane Katrina on the New Orleans criminal Justice system. Select one of the general areas below to narrow your focus.

1) Police
2) Courts / Adjudication
3) Community Corrections
4) Institutional Corrections
5) Public Health and Mental Health

Then, narrow your focus further by concentrating on a subtopic within the general topic. For example, you might focus on the New Orleans Police Department or the State police under police,  you could focus on a parish jail system under jails under institutional corrections or on court system’s public defender services under courts / adjudication or on a city’s ems services under public health. If so, make this clear in your paper. Having narrowed your focus, you will then address the following areas:

1) Nature and Scope of the Collapse (Problem)
2) Makeshift Reactions and Temporary Solutions
3) Long-term Rebuilding or Reengineering
4) Lessons Learned

The paper should be submitted electronically in the same manner as the writing assignments. Let me know if you have any questions or comments paper should run about 12-16 pages of double-spaced text, not including title page and references (APA style). No abstract is needed.

In your paper, you should, as is traditionally the case, bring together a variety of information from various sources based on your research. In addition, please explicitly include at minimum the following drawn specifically from the assigned readings we have had:

1) Two main points made by the various authors of the assigned readings you summarized weekly throughout the course (please underline or bold to identify, also indicate which assigned reading by using in parentheses or by footnote). Discuss these main points in the context of the facts of your topic and show how these points help us to understand what was happening.

2) Two key terms / concepts taken from the assigned readings you summarized weekly throughout the course (please underline or bold to identify, also indicate which assigned reading by using  parentheses or footnote). The definition or meaning of the terms may have to be altered a bit to fit the context of your topic. Discuss these terms in the context of the facts of your topic and show how these points help us to understand what was happening.

3) Two empirical research studies relevant to your topic. Your selection is not limited to the assigned readings you summarized weekly throughout the course (please underline or bold to identify). Explain how the research findings help us to understand what was happening.

4) Two lessons learned with supporting facts and discussion. Your selection is not limited to the assigned readings you summarized weekly throughout the course(please underline or bold to identify).

The above item (1-4) that involve the assigned readings should be integrate into your narrative throughout the paper.  A separate section or appendix or section is less desirable and will receive a lower grade.
